Fingerprint issue

I recently appeared for my interview for US citizenship in Hartford. The IO went through the whole interview and I answered all the questions, spoke english and wrote a sentence as instructed. The IO then asked me why I have been traveling so much out of the country and if I was a terrorist. I answered that I have two sons and I visit them often. He then asked me why I want to get citizenship and I told him that I would like to stay with son in US and that's why I want citizenship. He then asked me to wait for 15 minutes. After sometime he came out and handed me an N14 stating that I need to provide state or local police clearance for last 5 years from each locality where I lived. According to him my fingerprints didn't come through. When I had initially gone for fingerprint then after a month I was called for a second set as the first set didn't work. I didn't hear anything after the second set was taken. Now I am confused that why wasn't I asked to bring a police clearance with my interview documents.

My question is if anyone has gone through this experience and is it a normal occurence or should I be worried and hiring a lawyer. I'll collect all the police clearance and will go to the immigration office again on the date he has asked me to come but is there any other reason that I can be rejected? My records are all clean.
 
If your FPs can't be read, they would then request for you to provide police department clearance to make sure you have no records. This request just happens to come up at the interview and shouldn't be taken as a negative sign. Don't worry, others have gone through the same before being approved.There's no need for a lawyer unless you have an overly complicated case.
 
I have obtained a police clearance from my state and town. I also have obtained a police clearance from the Indian Embassy since I stayed in India from time to time. Is that sufficient or should I be getting a police clearance from the locality in India where I stayed?
 
From what I have seen, only police records clearance from US are requested as substitute to FP when they can't be read.
