I assume you mean what happens if FP quality is not acceptable. USICS will send you a 2nd notice within about 3 months of first. If second FP quality is still not acceptable you will then be asked to provide police record from every place you lived in last 5 years.

One can commit a crime in a rea where he never lived before (only brief visit).
How comfortable is USCIS with only requesting police report from applicanbt residentail area?
My wife had her fingerprint appointment, but the FP staff said her prints did not show up well on the scan. The FP staff member then took some ink fingerprints.
I phoned the FBI and they said her prints were rejected.
Given the condition of my wife's hands I don't think that taking another set of prints will work for her. From reading your post and others, I understand that police records from the applicants locality are used when quality FP cannot be obtained.
My first question is will rejection of fingerprints by the FBI guarantee that the USCIS will send a 2nd FP notice?
Also, in cases such as this, is it certain that FP rejection will delay interview scheduling.
