Filing Green Card for parents

I am almost done in my Citizenship process. I would like to file Green card for my parents as soon I finish my oath. My mother is here on Visitors visa and my father back in India.

Can I file for my mother here in USA and for father in India?
Or should I file for both of them in India?

Is it good idea to call my father here to USA and file for both of my parents here in US or in India? Please guide me.
 
Both routes are available. USCIS prefers that applicants get their green card via consular processing.

What are the requirements to maintain GC after getting one? How many days you need to be in US each year? The following site says it is not enough to visit once a year.
http://www.immigration.com/faq/greenvisa.html#144 We are double minded (about getting GC for parents) as my parents may not be willing to live here or may not want to come here every year. What are the advantages of getting GC? I know you can get additional dependent on your tax return if they live here for 180 days. I also hear that parents become eligible for Medicaid after they live in US for 5 years. Any other Major advantages which are not discussed in Immigration.com forum? As I understand They do not get Medicare if they never worked in US for 10 years.

I also want to know how much is total cost of getting GC for parents including Medical Exam cost.
 
Ideally one has to live in the US. However if you want to get technical about it, one has to spend more than 6 months in any rolling window inside the US.
