Filed N-400 After Age 18 - Officer wants N-600

Applicant was 16 when mother naturalized... Applicant now 20 years old filed N-400. Officer says she should have filed N-600 .. Is asking for proof "that you were living in physical custody of your biological mother at time you immigrated to the US... She has the proof but does not want to lose the $650 N-400 filing fee if she is compelled to file N-600.. Questions 1) If she qualifies for the N-600, does she have an option to file N-400 or is she deemed a citizen already who only needs a certificate and cannot file an N-400?
2) If she would be deemed a citizen who can only apply for a certificate, can she simply state that she does not want to submit proof of living in physical custody of her biological mother so that she can continue with the N-400?
3) How to avoid losing the $650?
 
If the applicant can file an N600, she is a US citizen and can NOT file an N400. She is a citizen whether or not she files the N600. She can also just apply for a passport, but she'll need evidence of having lived with her mother for that too. At this point, the filing fee has been lost. I think she can try to ask for a refund, but this will likely be unsuccessful.

Bottom line - if she derived citizenship, NO N400!

No.

She has to apply for N-600 and/or a US passport. Forget about N-400.
 
When any of the parents are citizens all the children under 18 automatically becomes citizens. Only thing they need is certificate of naturalisation by filing n600. There is a question on n400 if any of the parent of applicant is usc. if one lies his/her application gets rejected. all the fees attached are non refundable. and a usc cannot file n400.

I was out of country from November 2012 to 2013 for total of 152 days
Almost five months.
I need to visit my country again before the interview and need advise on how number of days out of USA are counted. Calender days or continuous stay? In my case can I go for 45 days in 2013.

Trip was as follows:
November 24,2013 to Feb 15,2013 = 84 days
March 5, 2013 to March 16,2013 =12 days
May 7,2013 to July 1,2013 =56 days
Total days = 152
