I've tried everything like you did except file sue against USCIS. All failed.:mad:
I hired a local lawyer start to sue them and got response every quick!

I got a speeding ticket and paid in 2007 , should I answer Yes?

Answer "YES" and bring proof of payment with you.
 
Wait...I received a speeding tix in 2001 and paid. Lost all paperwork.

I guess you haven't been paying attention to all the traffic ticket discussions!:D

I wouldn't bother reporting the warnings, as they are not really "citations", but I'd attempt to find a record of the 2001 ticket. Go to your local DMV and obtain a copy of your driver abstract. If the ticket is listed on it, it should say that you paid it. If not, it's most likely because your state's DMV destroys its records after a certain period of time. For instance, NYS DMV wipes your record clean after 4 years (unless it's a DUI/DWI), and destroys all records of tickets/violations prior to that time period. I have a couple of tickets from about 10 years ago, and I'm debating whether or not to disclose them at all.

Answer is "Yes" and you should definitely keep a copy of that paid speeding tkt as a proof that you don't have any outstanding unpaid tkts that's all.

On N445, the questions need to be answered is "what happen after your interview date till Oath Date".
