Fiancee Visa - Decree wait period.

Hello Everyone!

My friend just got divorced (July 20th, 2012) and he is an american citizen.
In the state where he filed for divorce, it is a State Law that he have to wait for another 6 months after the decree is final.
Now, my question is can he bring his future wife as a fiancee? how do this law works; does State Law takes precedence over the Federal Law? Also, he can not marry for 6 months but he should be able to bring his fiancee, am i correct?
Anybody ran into this issue?

I am pretty sure your friend can get married in Las Vegas if he cannot wait six months. The state decree probably will not let him marry in that state itself. It cannot stop him from getting married outside that state.

Thanks for the response, Issue is not with getting married in a different state. Issue is with immigration, will the immigration allow him to file for fiancee visa?
