Fiance working in Thailand, Filipina citizen. Which consulate or does it matter?

My fiance is a Filipina english teacher working in Thailand, she has been working there now for nearly 3 years. She and I have been discussing the best option regarding where she should have her interview, the Philippines or Thailand. The wait time in Thailand is shorter than the Philippines from what I have been able to learn on the internet but neither of us really know what is best or even acceptible. I would appreciate any imput. Lastly, my fiance said you have to get to the Embassy very early in the morning for the interview even with an appointment. Is this true?
 
If she has a residence permit for Thailand, she should use the US consulate there. With an appointment I see no need to get there early. Defeats the purpose of an appointment, right?
