FBI Clearance for CP

Hi,
I lived in USA from 1996-2003 on F-1 student Visa. I am currently oversees,and for the interview process i will do CP.

1.Do I need to present to the interview evidence of FBI clearance for the period i was in USA. Does presenting this evidence prior to the interview,speeds someway geting the green card when you arrive in usa because they have the FBI clearance.
2.What other documents do I need to request from USA for the interview process.
3. Why does the period of getting a green card,from your arrival in USA varies from one month to 10 months. Does it have to do with the port of entry in USA(lack of staff to process your application),or with the time it takes to get cleared from FBI for those that are in USA or have been previously.
4. Is there any thing we can controll to get the green card faster,from the arrival in USA (speaking for those they do CP and ahve lived in USA previously) like Port of Entry ect.

Except your last 2 questions, here is the information that help your for your questions.

Following mail received from KCC.

Police Certificates
Police certificates are required for each visa applicant aged 16 years or older. The following information illustrates how many police certificates are required based on where each applicant lives and has lived previously. Present and former residents of the United States should NOT obtain any police certificates covering their residence in the U.S.
· If the applicant is living in their country of nationality at their current residence for more than 6 months, and is 16 years old or older, then the applicant needs a police certificate from the police authorities of that locality.
· If the applicant lived in a different part of their country of nationality for more than 6 months, and was 16 years or older at that time, then the applicant needs a police certificate from the police authorities of that locality.
· If the applicant lived in a different country for more than 12 months, and was 16 years or older at that time, then the applicant needs a police certificate from the police authorities of that locality.
· If the applicant was arrested for any reason, regardless of how long they lived there, and was any age at that time, then the applicant needs a police certificate from the police authorities of that locality.

The police certificate must:
· Cover the entire period of the applicant’s residence in that area, and
· State what the appropriate police authorities records show concerning each applicant, including all arrests, the reason for the arrest(s), and the disposition of each case of which there is a record.

Note: Police certificates from certain countries are unavailable. More specific information can be obtained from your nearest United States immigrant visa processing post.

no and no

2.What other documents do I need to request from USA for the interview process.
you should have your passport with stamps, copies of your I-94 if you have them, your I-20 forms - just in case.

3. if you got your immigr. visa, you have passed all your FBI and other checks.

4. Is there any thing we can controll to get the green card faster,from the arrival in USA (speaking for those they do CP and ahve lived in USA previously) like Port of Entry ect.
yes. Give the USCIS/consular officer a correct mailing address. If you don't live there, make sure the address has "Care of" on it with the name of the person who lives there. Have that person put your name inside the mail box.

Besides correct mailing address (lost mail ect),have you guys heard of anything else that may delay the arrival of the green card.
Some one I knew when I was in USA,in 2001 (that has come in USA through DV) mentioned to me once that he was waiting six months to get the green card and had not recieved it yet,although he had the correct mailing address. finally he got but I do not have contact with him or think of anything of why it took so long for him to get it. While another guy i knew told me that he got in three months.
Any insights on this?
