Family Immigration to US

I have read everything on travel.state.gov. My wife received her Green Card in Oct 2006. I think she is eligible to apply for citizenship in October this year. Because of the economy her mom and her sister both lost their jobs in Russia and I am currently financially responsible for her mom and two sisters in Russia. Mom and 1 sister currently have visitor visas.
With me being the US Citizen and married into the family, is there anything I can file to begin the process or do I have to wait for my wife to obtain Citizenship and apply for her mom and then her mom apply for her two daughters over 21. I can prove I am financially responsible for them and have been for the past six months with no end in sight. I'm also military and currently deployed if anyone knows any angle from that route.
Any assistance would be greatly appreciated. Thanks Scott

Also, bear in mind that while it may not too long for your wife to bring her mother over (probably approx 12 months from applying once your wife has her citizenship), it will take MUCH longer to bring her sisters over.

If your wife applies for them, then you are looking at a wait of 11 years (forth family preference).

If your wifes mother applies for them (as you mentioned), then you will need to wait the 5 years for her mother to obtain citizenship, and then 9 years for her to get a visa for both daughters (second family preference B) providing they do not get married at any time during the process.
