My husband got F2 visa rejected 4 times. So is it possible for him to apply for F1 visa and get the visa.

As long as he can satisfy the interviewing consul, I don't see why he cannot be issued an F-1 visa.

I'm currently on H1 visa which is valid till the end of dec, 2008. I'm currently studying and am thinking of going onto F1. What is the requirement for F1? What is the approximate bank balance (liquid asset) that i will have to show? What shud be the approximate worth of fixed assets i shud declare? Do I have to go to India (my home country) for F1 stamping? What is the validity of F1?

F-1 visa
You can go back to F-1 visa through USCIS . Your F-1 status is valid until the duration of your study program. I would recommend that you can get F-1 visa stamp on your passport either from your home country or from Mexico if you have never been out of status. In either of the cases I would recommend that you show that you have enough financial resources to support your education ( advisable to get an assistantship from the department you are applying to)and also show that you have strong ties back home. the link below will give directions on how to get a student visa from Mexico.Hope this is helpful.
