F1 status problem

Hi
I am a F1 student. I recently got my H1b visa and it will be effective from oct 1. I have to pay 6000$ semester fees for the fall semester starting sep 1.
My question is do I have to register for courses eventhough I donot plan to do them as my H1 is starting from Oct1.
Otherwise may have to pay 6000 $ just for the courses and lose all that money eventhough I will not be doing the courses.

I read the PDF doc. My friend also has the same kind of problem. BUT

The PDF says 2 things..

1. You need to be a "qualified foriegn student". How do you define that? My friend is dropping out his F1 in Aug and want to start his H1 on Oct 1st. Will the same thing apply in this case

2. Second, one needs to file their H1 before July 30th to avail this GAP period... My friend applied and got his approval in August.

Dont know other options...any other options left to save his 4000 dollars ..
