F1/opt to H1 - need newspaper ads?

My wife is currently on F1/opt which is to end in May'07. The employer says they are in the process of filing for H1, but have to run some newspaper ads. I am currently on my 7th year extension and have never heard of newspaper ads for going to H1 - maybe for GC, but not for non-immigrant visa.

I was wondering if anyone can shed some light on this, and if there are any new rules which have come into effect?

H1 dependent emplouyer need recruiment effort.

you are right, defently there is no paper for h1b filing.it is looking like he is bluffing.

It all depends on who is employer.

The employer must recruit potential U.S. workers for the position through advertising, job fairs, and other forms of industry-wide recruitment standards. Furthermore, the employer must offer the job to any equally or better qualified U.S. worker who applies for the position. The employer must also not favor current nonimmigrant employees who have not yet obtained H-1B status, e.g. students currently working under an occupational practical training program.
