F1 from Canada

I want to know that being on B1/B2 visa, is it possible to go to Canada rather than Pakistan for F1 visa. I want to apply from Canada, no matter the chances are low.

Its urgent as if I cann't then I will have to go to pak in few days, but I want to make an attempt from Canada. only reason I want to apply from canda is that they might give me more time.

It's at the consulate's discretion to give you an interview or not. Do you have a Canadian visitor visa?

No I don't have canadian visitor visa. I heard that I can get it from america if I show them interview appointment from Us consulate in canada. I have relatives in canada, I can even go for visiting them.
