Expiry date on H-4 visa at Delhi Consulate

Is is true that the H-4 visa is issued based on the principal applicant's H-1B visa stamp, and not the expiry date on the I-797 notice? For example, if the principal applicant's H-1B visa expires on April 15, but his/her I-797 is valid till December 2006, and the spouse applies for visa at New Delhi on April 12-13, then the visa is awarded only for 2 days? By extension, the visa wont be issued if the applicant's H-1B visa stamp has expired?
Please help.

Thanks for that clarification - unfortunately, a few of my friends who got married recently and had 2-3 months remaining on their H-1B visa, found that their spouses visa stamps were stamped only for the next 2-3 months, i.e. upto their H-1B visa stamp. These cases were all in Bombay.
This also raises the (illogical, but I've given up trying to find logic in these matters) possibility that if the primary applicant's H-1B visa is expired, then by necessity an H-4 visa could only be applied for with the H-1 visa being simultaneously submitted for approval.
Anyone who recently got H-4 visa recently where I-797 was valid for some time to come, but the H-1B visa of primary applicant was expired?

----- That was correct they had the H1 visa stamp for 2-3 months may be completing 6 year H1 in 2-3 months and NEVER showed the new H1 extension (they may not have it) notice to consulate or they may NOT have H1 extension approval notice or H1 transfer notice in hand beyond the validity of H1 Visa stamp in the passport. If they would have shown H1 approval notice beyond H1 visa stamp then the spouse will get H4 till H1 approval notice
