Expired passport and F1 visa. Please Help!!!!

I have a friend who came to America on an F1 visa 11 years ago. He went to school on this visa until 1998, when he dropped out. His visa expired in 1998 and his passport expired in 2001. He has a sister who is a citizen by marriage, but his parents are still in India. He hasn't seen his parents in 8 years. Could anyone tell me what his options are? Is there any way for him to renew his passport and return to India or is it possible for his parents to come to America and sponsor him.

He can renew his passport and go back to India.
But he can not come back to US, because of his over stay without a status.

Will there be a problem to renew the passport since his visa is expired. I also wonder that even if he can get his passport renewed, wouldn't there be a problem for him to leave the country with all the new laws after 9/11. Immigration would definitely notice that he was staying in this country out of status. I would be grateful if you could reply. Thanks
