Does the employment letter need to specify 3-year employment in order to obtain a 3-year TN visa ? If the employment doesn't mention duration, just say I am hired, what should I expect in terms of duration of the TN visa ?

If it does not mention any duration, your application will be rejected, as it will not indicate the temporary nature required by TN.

If you want three years it has to say three years -- but it MUST specify a length of term.
