Emergency Visa and jurisdictions

Do consulates entertain visa seekers from other jurisdictions? Assuming one falls under New York and was to travel for some emergency, will it be possible to go to Chicago because the drive is only 4 to 5 hours? Do they care what area are you coming from in case of emergency visa?
 
What has this got to do with US citizenship???
