I was born in one island (country) yet hold citizenship for another , can I apply for DV based on the country of citizenship and not country of birth.

Both countries are both in the region SA , you see, there are more winners selected from the country of citizenship rather than the country of birth.

You have to apply based on the country of birth. It really doesn't matter from which country you are... the chances are the same for all the countries in the same region, unless one of countries is close to the limit of, if I remember correctly, 50'000 immigrants to the US in 5years. The reason for the difference in the number of winners most likely stems from the different number of people applying for the lottery. The winners are not pulled out of the applications from each country separately but for the whole region. If there are more applications from one country, it most likely will also have more winners.
 
you will be disqualified if you use a country of your citizenship instead of country of your birth as a country of chargeability. However, if your spouse was born in the country of your citizenship, you can use it as your chargeability country.
 
Elegibility/Chargeability

Can someone help a friend of mine please?
He was born in a country in Central America, however his parents were also born there and were resident there. He applied stating the country of chargeability as Korea (he has Korean citizen). Is there any chance he can be qualified? thx

If your friend is DV 2009 winner, he ll get rejected for the further process of his immigration visa.

I read some posts from people who had a different country of chargeabilit than the country of birth, and could apply with different citizenship. Other than spouse, and parents living temporarily, is there any other way he can be qualified? thx
 
no, there is no other way, unless he was born in the US but didn't gain US citizenship upon birth.
