Eligibility Diversity visa lottery

I am a citizen of Burkina Republic located in West-Africa who would like to apply to 2009 Diversity visa lottery.
I have already been in United states for 5 years under F-1 student visa and deported in 2005 with 10 years bar for visa violation.
Today, I am writting to you to get legal advice on the following question:
Regarding my situation, am I eligible to this diversity visa lottery program? Can I apply?

I can't base my answer on any legal knowledge, but I don't think you can apply. If you're not allowed to enter the US until 2015 you cannot immigrate to the US within 6months after the issuance of the visa.
 
Igmu is right. You can play the lottery, but you cannot use your visa number if you win the lottery.
