Is there a credential assessment required even for Canadian degrees?

Is credential assessment usually only required for the highest degree attained (i-e only Masters degree and not the Bachelor degree)?

I have a Masters degree from University of Toronto and a Bachelor from Asia.
For the TN purposes (for Software Development related jobs), should I get equivalency for both Bachelor and Masters degree? or only Masters degree?

Is there anything else related to education degrees I should get to ensure a smooth TN processing at border crossing?

No you shouldn't need a credentials evaluation for a U of T degree when applying for TN status--that is only for degrees outside of North America.

You shouldn't need to show the Asian bachelor's degree (or a credentials evaluation thereof) at all assuming that the U of T master's is in a field that will qualify you for the TN. OTOH if you have a bachelor's degree in computer science from the Asian university and a master's degree in fine arts from U of T, you'd want to primarily focus on the bachelor's degree when applying and get the credentials evaluation for the Asian degree.

In my TN days, I never showed my bachelor's degree at all. Then again, I was applying for computer systems analyst TN's and my graduate degree was in computer science--my bachelor's degree was in math with only very limited computer science courses--so the graduate degree fit the job classification better.
 
Under NAFTA, as cal pointed out, North American bachelor degrees are specifically exempt from equivalency requirements for TN purposes. While it is not expressly stated that a "higher" degree directly related to your TN category is acceptable, practice has shown that a Masters or PhD in the related field obviates the need for any Bachelor degree, so you should be fine.
That said, if you intend to pursue a green card, it would be wise to have an eval (and translation, if required) of ALL your non-US degrees, for the PERM/I-140 phase, as this will no doubt be requested at some point.
