EB3 question for All Gurus

Guys E3B visas get equally divided among all countries in the world. So for example every country gets 3000 visas each year for e3b

My country is very small it has 3 million poeple population, but the priority date right now shows 15OCT02 as the date for ALL countries except china india mexico and phillipines.

If my LC application was in 2006 with I485 pending does this mean they wont even look at my application? or will they look at it considering that there Might be available visas for that country throught E3B since the country is not that big

I think it is up to 7% each country can get before you start getting your own category. Also for the GC to be approved your LC PD needs to be current. With a 2006 and EB3 you are 3+ years from being current as of the January bulletin hence in theory you will not get one until your PD becomes current. However stranger things have happened.

since the LC priority date is not current for my application i would have to wait till it becomes current but what do you think would happen with the unused visas for that specific country ?

EB3 visas are not equally divided per country; there is merely an upper limit per country that is the same. Therefore, there are no "unused visas for a specific country"; if a country doesn't consume it's limit, then the numbers are given to immigrants of other nations.
 
The VISA numbers are allotted in a "First-come First-serve" basis and not based on the country, however when the numbers for a particular country issued reaches 7%, they stop issuing numbers for that country and that country is considered oversubscribed.

If you want to take advantage of being from a small country, the DV (Diversity Immigrant Category) is the way to go. This category permits immigration oppurtunities taken out of turn for very low subscribed countries.
