Guru is right. The requirements are for the future job position that you WILL be taking.
The requirement should be a master's degree with 1 to 3 years of experience, OR the alternate of a bachelor's degree with 5 years experience.

At the PERM stage, BS+5 = MS+0 can cause a problem because of difference in SVP Levels. See the PERM denial below in Murthy forums based on answer to question H-12:

It depends which state you apply to for the PW. The ones we have filed in our state give a master's plus 1 as equivalent to a bach + 5.
