EB2 based spouse, where to file?

I am EB2, I485 pending. I get married recently. Now I wanna file I485 for the spouse. Should we file to Chicago, or Texas? My case was transferred to Texas. But it seems "qualifying derivative" should file to Chicago...

where to file? We sent to Chicago twice but was rejected twice. Help please!
