EAD for an O3 with approved I-140

Can an O3 apply for an EAD if her O1 spouse has approved I-140 and the O3 is listed as dependent in the approved I-140.

There is no EAD for O3 status specifically. There is a "compelling circumstances" EAD for the principal beneficiary of an approved I-140 (EAD category (c)(35)), and their derivative beneficiaries (EAD category (c)(36)). But the principal beneficiary must get it in order for derivative beneficiaries to be able to get it. See 10 USCIS-PM B.3 for details on what is needed to qualify for this type of EAD.
