DV2008 AOS. DV fee $375. Security surcharge $45?

The fee schedule listed at US DOS shows a $45 security surcharge for all DV applicants:

When does the $45 surcharge need to be paid?

never heard of it before. And I know for sure that for AOS there is no fee for the affidavit of support, only for consular processing. It could be related to the actual visa services at the consulates, but may not be related to AOS processing.

You have to pay total $755 for each person regardless of age.

If you are doing AOS, KCC don't inform you. It is clearly stated in the Nl that those who are doing AOS to immediately contact USCIS to see wheather they are eligible to adjust your status.
as your case is current in October 1st, set an appointment with your local INS(DHS) office through infopass.

That's interesting, I never noticed it before. Does anyone else know about the security surcharge?

It's probably nothing. The page has not been updated since March 2005 and I'm pretty sure everyone has been paying the same $375 to the department of state since then.
