DV winner instructions

Hello,

I received the package containing the forms DSP-122, DS-230. I am very
confused by the instructions. I am living and working in the US, so I
guess I have to apply for an adjustment of status. I sent an email to KCC and to my understanding I should do that:

1. Mail to

U.S. Department of State
Diversity Visa Program
P.O. Box 979079
St. Louis, Missouri 63197-9000

- The form provided in the information packet
- The cashier check of $375 (I am the only one to apply)
- A self-addressed stamped envelope

2. Mail to

U.S. Department of State
KENTUCKY CONSULAR CENTER (KCC)
3505 North Highway 25W
Williamsburg, KY 40769

- DSP-122 form
- A passport size photograph
- The barcode sheet

Should I include form DS230 Part I && II?

I checked the visa bulletin and find out that for Europe (I am French) the allocation cut-off number is 26,000. My case number is 2009EU00015XXX, does it mean that my case number is current and available for processing? If so should I start fill out the form (I-485) for adjustment of status?

No, your number is not current now. The cut-off numbers showing at the moment are for DV-2008. DV-2009 starts in October (the first numbers will be in the September bulletin which will be out around the 15th of August.
I don't know anything about the AOS procedure, however, there is a lot of information about it in this forum (e.g. in this thread: http://boards.immigrationportal.com/showthread.php?t=215048). Btw: You don't have to choose AOS. If you want, you can do CP (=consular processing) in France. That procedure is usually easier and faster, however, your number is not that high, so AOS would work too.

You should avoid sending those forms if you choose AOS.

You have to wait until your number is published for upcoming months as current in the visa bulletin. You also need to wait until October 1st, even if the number appears as current before that.
Numbers for 2009 will be included into visa bulletin starting august 2008.
