This is not necessarily true. Only a certain % of the DV's (I think 3%) can be issued to any particular region. The applications are not pooled all into one bucket and randomly chosen - doing this could result in one or more regions not having any selectees. The way the selection is done is quite complicated and a decrease in total numbers does not necessarily increase your chances. However, if you have a family than getting more than one person in your family to apply definitely increases your chances by quite a bit.
