According to the statistics shown in state.gov website, the number of entrants this year was the lowest in last 3 yearas, so the chances should have been more favorable this year compared to the last year's drawings.
This is not necessarily true. Only a certain % of the DV's (I think 3%) can be issued to any particular region. The applications are not pooled all into one bucket and randomly chosen - doing this could result in one or more regions not having any selectees. The way the selection is done is quite complicated and a decrease in total numbers does not necessarily increase your chances. However, if you have a family than getting more than one person in your family to apply definitely increases your chances by quite a bit.

well, you are still speculating. there is no official acknowledgement of what you have said. One example is that why Turkmenistan gets only a few dozen selected compared to neighboring Uzbekistan which outputs about 5-6 thousand winners. The only plausible explanation is that a lot more ppl participate in the DV lottery from the latter, which indicates more chance to win from that location.
