Hi,

Just a question. I am an Australian looking to immigrate to USA.

I am currently 18 and to improve my odds in gaining a green card, is it possible for my mother to also apply for the lottery? She would do all the necessary application and card activation process but has no intention of moving to the USA, letting me gain a GC as a derivative?

Is this even possible?

Yes it's possible. To be clear, she would have to enter on an immigrant visa with or before you for you to get a green card.
Once she has done that, as a green card holder she is liable for filing tax returns with the IRS, so if she then does not want to move she would have to formally relinquish her green card. I stand corrected but I believe under such circumstances (having demonstrated immigrant intent) she would then subsequently be unable to use the visa waiver program to enter the US and have to apply for visitors visa (for example, to visit you). So it's possible, but it has implications (in addition to the cost of the process) she will need to understand.

I entered DV2018 and included my daughter as a derivative. Problem she did not have a birth certificate at that time but I wrote her fathers surname. Now I can't locate the father to get a birth certificate for her since we separated long back.

1. Can I get her a birth certificate using my surname?
2. Will it cause problems suppose I get selected and need to fill DS-260?

You need to get selected first before worrying about what may or may not be an issue. However, if you're able to get a replacement B/C, what's wrong with listing the father's name?
