DV 2009 change interview place

Hi!!!
Thanks all for your responses to my previous post. I realised that considering my rank number, I should be current in october 2008.

But now I know, by then I will be back in my country of origin (Ivory coast)

When is the right time to let the KCC know about this change, so they can change the interview place to my country US ambassy instead of the london US ambassy as I put in the DS230 form?

Before I receive the 2nd letter?? (interviw letter)
or after I receive the 2nd letter??

Also, eventhough the post told me my first reply was deliverd to the US, can I still ask the KCC to confirm reception??

if you re making any changes, do it as soon as possible. E-mail KCC about it and call a few days later to make sure that the changes has been made.

The consular office is mentioned in the DSP-122 form. You need to call KCC and correct that information in DSP-122 either by phone (if possible) or in writing. If it is in writing, make sure they receive your request and process it.
If your file is already sent to the wrong consulate (and is no longer in KCC), you need to initiate the transfer procedure.

9 FAM 42.61 PN1.1-1 Request to Receiving Post
(TL:VISA-386; 04-05-2002)
The IV applicant (beneficiary) must request in writing that the intended receiving post accept the case. There is no prescribed form or format for such a request, and the applicant may make the request by letter, facsimile or electronic mail. The applicant must send the request, along with a justification for the request, to the intended receiving post.
9 FAM 42.61 PN1.1-2 Action by Receiving Post
(TL:VISA-386; 04-05-2002)
Upon receiving the applicant's request for a transfer of the case, the intended receiving post must decide whether it will (or must) accept the case for processing. If the intended receiving post accepts the case, that post should request the transferring post to transfer the case. Electronic mail is the recommended means for making the request. [See 9 FAM 42.61 Notes for information concerning place of application.]

But I am now a bit worry, because in the quote you attached, it seems that they can refuse the transfert. But I will be more optimistic.
I will send them the request by mid June.

The first visa number come out by september

I hope 2months and an half before will not be too late!!

Why wait till June?? You can send them an email now (make sure you include your name, case number and date of birth) and ask them whether they have received your package (yes, you can do that) and that you would like to change the location of the interview. As Johnkent already said: you should do that as soon as possible (once the interview has been scheduled by the embassy, it's too late).
Btw: AOS stands for Adjustment of Status. Since you do CP (consular processing), this doesn't apply to you.
 
Whether or not they refuse, depends on your country of permanent residency and where the consulate is located, and on your citizenship.

They cannot refuse in the country of your permanent residency. They could accept the country of your citizenship (but do not have to).

a. As a general rule, an applicant in the United States should apply for a visa
at the post in the consular district of the applicant’s last foreign
residence. That is the only post required to accept the case for
processing, although some other post might do so as a matter of
discretion.
b. However, consular officers shall accept, when so directed by the
Department, the immigrant visa (IV) case of any alien who is a citizen or
a national of the consular district, regardless of the alien’s last residence
abroad.
c. The assignment of an IV petition to a post by the IV processing center in
the United States will constitute such a direction by the Department.

9 FAM 42.61 N3.2 Application in Third Country by Aliens Abroad
(CT:VISA-854; 11-21-2006)
Unless physically present in the consular district as described above (see 9
FAM 42.61 N3.1) an alien in whose country of residence IVs are routinely
processed should not normally be accepted for processing by a post in a
third country. Should a post wish to accept such a case in exceptional
circumstances, it must first obtain Department (CA/VO/F/P) approval. Such
requests should be sent telegraphically and should include the post of
primary jurisdiction as an information addressee.

Ho my God it seems I messed it up,
I just send the request to change my interview place to the KCC, but from what I have read on this forum I can only ask for this if I am in the US.

I am student in the Uk and may be going back home soon because my visa and my course finish, it is easier for me to go in my country (of citizenship origin it is the same for me) anytime. but if i keep the interview place in london and then go back home, the british may not let me back in as the visa process is long and complicated.

I hope KCC will not reject my application because of this.

in the request i sent to them i said i am not sure to be in the uk at the time of the interview this is why I went it in my country.

hope I didn't mess it up! help!!! my hair will go white soon!!

or if the change cannot be made will they just leave it as it is!?? so I will try to sort it out myself.

on the view that a consular officer assigned to the country of the alien’s
residence is in the best position to resolve questions relating to visa
eligibility. It is easier for an officer familiar with the culture, language, and
legal and political framework of the country in which the alien lives to
interpret local documents and evaluate claims made by the alien. A
fraudulent claim or document that might quickly be spotted in the country of
the alien’s residence could go undetected at a post in another part of the
world. An alien fearing visa refusal may wish to apply away from home in
order to keep possible grounds of ineligibility from being discovered.
Accordingly, officers should refer to the guidelines in the following notes
when dealing with the case of any immigrant wishing to pursue an
application outside the alien’s place of residence.

What is your country of permanent residence? Is it different from your country of citizeship?

oh my God so now they could think that I try to commit fraud!? All my papers are in order.

my only problem is that I am not sure if I will still be in the UK at the time of interview and having it in my country of origin is convenient as I don't need visa or anything, .

Anyway, if they reject my request for the place of interview change. are they also going to reject the whole application???

I don't want to disqualify myself just for this!!! just for asking for a change in place!!

Actually I think may be I worry for nothing, because my eligibility criteria is the level of my study. And I have my univerity degree in my country before coming to the uk to further study. so the officer in my country should be able check this easily!!!

Ho my God hope I am still in the race!!!!!!!

my country of origin, citizenship and permanent resident is Ivory Coast.

I just have a student visa in the Uk.
I just study there, but I do not have pemanent residancy there.
This is why I want to the interview held in my country.

Wehever you currently are, you are still able to designate your country of permanent residence in any case. Which is Ivory Coast. In the same way you are always able to reschedule your interview to this country, regardless of where you are currently present.
 
Don't worry, assegren, you'll be fine. It's not that you tried to have interview in a country where you haven't lived before.

Answer from KCC after I ask them for information change

Hello guys!!!!

I just received an answer from KCC, after asking them to change the place of my interview, and to confirm reception of my first package , but this is all they said:


Thank you for your inquiry.
The information you provided will be included in your case file.

I don't know what to think?? they didn't say much! have they received the packet, is the change I asked for done?, or may be it is too early?

I think I will call now! because I need to be sure the changes are made before I leave the UK, otherwise I am not sure they will let me back in! you all know how fussy they can be!!!!!

or do you think they will send me an other email?

I will keep praying!!!
