DV-2008 Pls help me about my foreign state chargeability!

Hello...

I'm one of the winners of DV-2008 program. I received the winning letter at 17 April 2007.

Also congratulate to all other winners!

My case no. is 2008AS00005xxx.

I was born in BURMA. Now i'm currently living in SINGAORE.
I graduated from BURMA after that i came to SINGAPORE for my further study. Now i achieved Master Degree in Engineering and working about 2 years in SINGAPORE. So, i became Permanent Resident of SINGAPORE.

When i submitted the online DV application:
#Country where you born: BURMA
#Country of Eligibility: SINGAPORE
#Country where you live today: SINGAPORE

Both BURMA and SINGAPORE are eligible countries. I really didn't thoroughly understand about eligibility, so i filled up SINGAPORE. I thought that for those whose native country is not eligible then there will be problem.

In the winning letter:
Foreign State Chargeability: SINGAPORE

1. So, when i fill up the form DSP-122 #5. The country you listed as your native country on your diversity visa program application: Which country should i put?

2. If i'll fill as BURMA, will KCC reject my application because of different between online application and form DSP-122?
Because I was born in BURMA and also my parents.

3. Can i fill up both like SINGAPORE (BURMA)? And then explain with attached document about my situation. In that case, which type of supporting documents can i submit together with the completed forms?

Please help me...!

You made a real big mistake..

The country of eligibility should be the country you were born in or the country of your citizenship, and that was clear while submitting the DV application. For you, Singapore doesn't apply to any of those.
 
You need to call up KCC and get advice as to how to proceed with this. This simple mistake could disqualify you.
 
Your Mistake

Dear Sir,

With regretion KCC will reject your case. You had selected Singaphore as the your country of chargability instead of Burma. The foreign state of chargeability should be your birth country unless othewise your birth country is not qualified for the program, which is not the case here.

This mistake unfortuantly will disqalify you from winning.

Couple days ago Lucy gave similiar case that applicant was disqualified because he/she made a mistake about country of eligibality of his/her spouse. Sorry if you will be disqualified..

What should i do now?
I sent an email to KCC last week.

Replied that "KCC is not authorized to assist you with this issue. Please contact the American Embassy/Consulate with jurisdiction over your area for further information."

So, i forwarded that email to US Embassy SINGAPORE and requested for their suggestion/instruction.
In the reply, stated that Chargeability is based solely on your country of birth.

What you all said is correct, i've made a small but big mistake.
But i stated all my information correctly in the application.
For eligibility, i'm confused.
Actually for those whose country of birth is eligible, should be made as default.
Only for those from not eligible country, need to answer this type question as alternative.
I understand, the form is generally for all.

Can i hope for this? I wanna try as i can.
Please tell me something..

Can I attach my explanation about this to KCC together with the form?
How to explain?

Please help me friends...!

That's a good idea, of course. It would definitely eliminate this kind of mistakes. :)
However, you should have read the instructions, which are very clear about the country of eligibility: "Your country of eligibility will normally be the same as your country of birth. Your country of eligibility is not related to where you live."
 
simplest mistakes on the actual DV entry will cost disqualification. in this case you have indicated that you qualify with the nationality which you dont have (singapour). if the interviewing officer grants you the Immigrant visa, i would be very surprised.
