Dual Citizenship and the lottery elligibility ?

Hi,

My girlfriend as her dual citizenship with the Canada and Switzerland as she is born in Switzerland and move to Canada. For the lottery, the Canadian citizen are not elligible, but the Switzerland are elligible. Does that make her elligible for the lottery? On the form, they only ask for your country of birth, wich is Switzerland. I think she qualified but we are not sure!

We really hope that it could work, I am in the US under a TN work Visa, but her profession ( travel agent ) does not qualified under the TN, and we have some difficulty to find an H1B sponsor. If you have any suggestion that could help, do not hesitate to share.

Country is important. It is good if she applied as eligible country as switzerland initially in 2005. as in system there was no Canada then she wrote switzerland right? then everyting is okey.
