Driver License for J2 visa holder

Hello everyone,

My wife is a J2 visa holder. We tried to go to the SS office and ask for the ineligibility letter as a requirement for driver license. But the front line officer refused to give that letter and said that my wife is eligible, and she wanted us to get the EAD before applying for the ss. The problem is, the EAD costs $340, and it took 3 months. Besides, my wife doesn't plan to work at all.

Can anyone give solution? We just need the ineligibility letter from the SS office.
We are located in RI by the way.

I think your wife can get license without a letter. Just take all your papers along with i -94

The letter is required and easy to get from many states. If one office refuse just go to other one
