Does you Priority Date have any effect on I-485 approval?

Here are my questions
1. Priority Date (Date when you started the Green card) considered when I-485 is approved.
E.g PD Sep 2000 (EB3) be approved before PD April 1998 (EB3).

2. Does an issuance of RFE mean that INS has started working on your I-485 application.

Any response will be greatly appreciated.

Mine:
1. Not on approval, becoz RFEs can put the cases in back burner
2. Yes, definitely.

1.No. For example, my PD is July, 1997, and ND 11/2000. Few recently approved cases have earlier PDs than mine.

1. No.
    The PD is only relevant when deciding whther a case is available for your case at the time of filing I-485. If your date was current at time of filing but retrogressed before your case could be adjudicated, your case will be moved to a hold shelf and will wait until your PD becomes current again. Since all countries are current at this time and are expected to be so until end of this fiscal year (9/30/2002), PD is not a factor in I-485 processing at this time.
2. Yes.
    The RFE notice will have the id # and/or initials/name of the officer adjudicating your case. All RFE cases will be moved overe to a hold area pending your reply. When you send in the reply to the RFE, the evidence is connected to your case and returned to the officer who generated the RFE in the first place. Usually, your case is then adjudicated very quickly after that.

Dear Ms./Mr. Rod,

You seem to be very familiar with this process, so let me ask
you a question. What happens between the FP and approval of the
I-485? Does your file go back onto a rack after the FP until they decide to approve/RFE/deny it? Or do they do their own background check like look at places you lived in the past, etc.
The reason I am asking is that it seems that some of these cases get approved within a week or two after FP, other still take months or years. I cannot comprehend why it would take that long after FPs because what else is there to do at this stage? All the docs supporting the case are there, isn\'t it a matter of just verifying to see that everything is in order? I would appreciate your reply very much.
