Does it mean 20000 quota for asylees during 2005

Please see the 7th paragraph of the link below. Does it mean additional 10000 (total 20000) green cards for asylees during fiscal year 2005. please post your comment.

An additional 10,000 refugee admissions numbers shall be made available during FY 2005 for the adjustment to permanent resident status under section 209(b) of the Immigration and Nationality Act (8 U.S.C. 1159(b)) of aliens who have been granted asylum in the United States under section 208 of the Act (8 U.S.C. 1158), as this is justified by humanitarian concerns or is otherwise in the national interest.

NO. The phrase appears every year. It means that in addition to the refugee numbers, 10000 visas will be made available for asylee adjustment.

Nobody can change the 10000 limit without congressional legislation.

I contacted with my lawyer today and he said that this will be not only for refugees but asylees as well. Sounds good to me , hope it's true gives me hope :)

" This language regularly appears in the Presidential Determinations on refugee admissions and does not represent a change. It does not affect the actual refugee admissions ceiling or actual arrival numbers. It merely allows 10,000 asylees each year to adjust their status to lawful permanent resident (LPR).

Confusing date

This link says on Oct 21st 2004 president signed blah blah blah...
Is it Oct 5th today or do I still have a hang over from the past weekend :confused:

I think there is one and only one person can. That's the president. He can change it by issuing an executive order. Tho, honestly, whoever win the presidency this Nov, neither of them would likely issuing such order.
