Does it matter if I send the initial information to KCC or USCIS on September 2012?

Dear all,

Let me thank you in advance for your time! This is a fantastic site!

I am one of the selectees for DV lottery 2013.

I already have an F-1 Visa, since I am moving to NY on late August-September for graduate studies.

I consider AOS as the best solution, so as to avoid risking my existing F-1 Visa. Therefore, I would like to initiate the process after my arrival in the USA.

Does it matter if I send the initial documents (DSP-122 and the other documents) required at the end of August- early September? Is this going to delay my interview?

Let me tell you that my CN is below 2013EUXXXXX1400.

Moreover, I would really appreciate it if you could provide me with your perspective regarding AOS or consular processing for my case.

No it doesn't matter. The new fiscal year starts in October and you have plenty of time with your low #. Congrats:)

Interview will only start on October 1, 2013. If you send your docs by early September it won't make any difference.
 
"30/60 day" rule????

Shouldn't I wait for 60 days before I send the documents, in order not to violate the "30/60 day" rule?
If so, I will send the documents in the mid-October... Is this going to be risky for the issuance of GC?

Stop panicking. There is no deadline for when you send your DSP-122 to KCC. For all that matters, the process does not even officially start until October 2012! So if you send your documents in October 2012 you will not be late.

I sent my DSP-122 to KCC last year in November and received my green card in March. I did AOS in the US, and I was on F-1 too.
