does INS take back the old H1 when they issue a new one ?

I had an old H1 visa, before it expired I changed to a new job and got a new H1 visa. Today I find I only have the current new H1 visa, I can't recall if INS took my old H1B visa back or what. Does anybody have the same experience ? I want to make sure I didn't lose it, but I can't recall if I returned the old H1 visa back to INS when I applied for the new one.

Nope, INS is not your recycling bin. You should have the I797 approval document with you. If you have a visa stamped in the passport as a result of the approval, then the approval is not necessary...
