Does H1-stamping in India gets affected by being out of status here.

I was under the impression that once a person leaves the country the out of status on H1 is reset. Is this true. How would the consulate know that the person is out of status. They do not normally ask for W2. If one has pay-stubs for past two months will that do, as they normally ask for pay-stubs.
Would it impact GC thru AOS or CP. Thanks.

they can ask for W-2.. But usually they dont, if this is H1 to h1 visa transfer/extension.
