Does EB3 retrogression has anything to do with Passport Stamping for approved case?

My wife's 485 was approved on 6/22. Today we received the approval notice. As per the notice, she need infopass appointment to get passport stamped. We tried and got an infopass appointment for July 8th.

We are EB3, the EB3 category is going to be unavailable from July 1st. Do you thinks there will be any issues for passport stamping on July 8th?

- or in other words -

Does passport stamping depend on visa numbers availability or once approval notice is issued, the retrogression has no effect.
