Yes they keep your files. No, past denials don't affect future applications.
I think they can effect you if you apply before you are allowed to re-apply. I have heard that in some denial cases applicants are not allowed to apply for another 5 years.

That's correct..in some cases you cannot reapply before a certain time (denail letter will state if that's the case) .However, once you reapply your past application(s) are not used to consider eligibility based on a new application.
how about withdrawn applications. Do they try to pursue a withdrawn application for denial. The reason i asked is in my case I have withdrawn my application still no acknowledgment yet and mean while I was asked to pay some back taxes for 2007 which I promptly paid. could that be a reason for waiting for not sending acknowledgment?

Others have reported long delays in getting official confirmation from USCIS of a withdrawal. If you don't get any answer within 3 months after withdrawal, speak to an IO via phone or Infopass for withdrawal confirmation.

no,but im still waiting for my pending approval because of missing evidences which i sent it by mail after the day i got interviewed..reason i was asking coz i was'nt able to really put my other names on it..because my other names was like just given by ny grandparents and parents so its like nicknames i used but really its not publicly known..
but im trying to be positive and very patient that somehow i 'll get approve and recieve oath letter sometime soon..
