Does cashing of checks mean application is approved?

LucyMO, the right terminology IS "accepted", meaning they will make a decision on this application - either APPROVE or DENY it.
Received is when they literally receive an application, "accepted" is when they enter a petition in the system after checking for correctness, meaning if necessary initial evidences/fees had been included or not.
So, it's either Accepted or Rejected
And either Approved or Denied
Accepted != Approved or vice versa
Rejected != Denied or vice versa
