If you go to the above , you will see that VSC is processing I-485's with
ND of Sept 21, 2004.

The site also says :
"If you filed your case 30 days or more.........you can call the NCSC".

I am a totally frustrated person with a ND of Sept 16, 2002. ( have had 2
FP's, 3 EAD's etc etc ).

Can anyone tell me if on Oct 21, I can call and if I do, can I get any
real help as against some hackneyed reply from someone asking me to
wait for 30 days ? ( I believe if you call the very next day, some other
cust serv rep will start another 30-day clock for you...and if you
wait for 30 days and ask again, you will be asked to wait again for
30 days...after around 50 such calls, you will be 4 years and 2 mths older )

NCSC is run by some contractor. These guys don't have much more information available than you.
If you are past a published deadline they punch an 'inquiry' into a web screen leading to a printout at the service center. The printout goes into a pile, and the pile eventually goes into the recycling bin.....

What are my chances of case transferred to Local Office

This is what's scaring the shit out of me..."Transfer to Local Office".

Does anyone know on what basis that may be done ?

Murphy's Law worked at every stage of my process...I am sure it
will work again..more so since Cherry Hill, my local office, has a 1 year
delay in scheduling cases transferred to it.

The "raw" chances of a case being transferred by the VSC is probably around 40% or so. This is based on the scanning that nemessis has done (http://www.immigrationportal.com/showthread.php?t=125115&page=8&pp=15). They are transferring a lot more cases now, apparently as part of their effort to "reduce" the average backlog.

Apart from random reasons, other reasons for transferring a case might include:

+verify employment (e.g. filing AC-21 *might* increase odds of a transfer)
+resolve medical issues (e.g. make sure you properly dealt with any medical problems)
+other?
