Does AP needs to be approved before departure?

I was gong through the instructions for filling out form (I-131) for Advanced Parole. It states like this under the title \'Effect of Travel Before the Travel Document is Issued\'

"Departure from the United States or application for admission to the United States before a decision is made on an application for an advance parole document shall be deemed an abandonment of the application".

May be jaxen and other gurus will be able to help me answer these questions,

1.Does this mean that my AP needs to be approved before I depart?
2.Can I not just leave after filing for AP and (when I get the actual AP in the mail I can have someone mail me outside US and) then use that to enter US? (Assuming my H visa is expired).

Please help.
 
the application for AP itself will deemed invalid if depart before approval, by definition of AP, it

 
 
Advance parole

1. Yes in most cases. You can also get an emergency AP in the nearest sub office or district office . You got to "beg" them becoz. Ap will not be given automatically for employment based categories.

2. People have done that and gotten away. But this does not have any legal standing.

In that case I better be using my H visa as it is still valid although the one stamped on PP is from another company for which I no longer work for. The H visa for new company is just an approval letter from INS and is not stamped on PP. I am not sure if PoE officer cares.
