Indian Muslim divorces should be documented by a certificate from the head of the Jammat or the Kazi.
if the divorce certificate is not in English then get it translated by Notary in India or a person who knows both the languages can translate in US.

** what do you mean by "he want to, add his wife who was divorced before "?
He is going to apply his US citizenship and he fill up the form , pay the fees, photographs for his US citizenship with all the required documents.

It seems that your friend may be "putting the cart before the horse".

First of all, the wife's children are only his legal stepchildren if he married the mother before the child turned 18.

Is your friend interested in naturalizing and then petitioning for the wife and 2 stepchildren?

If so, that is a different matter (it will entail three I-130's). THAT is when all the paperwork will be required.

For the N-400, he just needs to show a marriage certificate (technically, even that is not really required) in order to show the correct status on the Naturalization Certificate. M/C at this stage is usually only required if the marital status is different than what was previously in his immigration records.

He needs to take things one step at a time.
