I was just thinking about a case transfer scenario and read the processing dates for district office. The third column of the processing table is titled "Now processing cases with receipt notice date of".

My question: What is the meaning of receipt notice date? Is it the date the district office receives the case from service center or is it the applicant's receipt date?

It should be the original receipt date at the Service Center. That is what Atlanta BCIS told me, and Senator Miller's office.
