Did not file 2008 tax return $0 income

In 2008 my mother had an income of 0 therefore she did not file a tax return. She lives with me and I financially support her therefore I claimed her in my 2008 Tax return. She will be applying for her citizenship this week. I was wondering how her not filing would affect the citizenship interview/decision. Can she simply say that she had no income therefore no tax transcript?

If you ask the IRS for a transcript and you did not file, the IRS will send you a letter stating that they could not find a return for you for the tax year in question.

I sugget that your mom get that. And also bring to her interview a transcript of your return showing her as your dependent. That should solve the problem.

If you want to be extra cautious, you can also have your mom sign a notarized statement explaining the situation. I do not think you need to do that though.

Having an income is not a necessary condition for citizenship. In fact, if your mother is over 65, and has stayed for years, she would be eligible to buy Medicare or if she does not have income (as seems to be the case) she could get medicaid and SSI. Both of these would not constitute public charge. So just declaring no income is not a problem at all. Public charge is checked at green card but not at US citizenship.

What if the mother had filed or will file a tax return with 0$.
Would the IRS register it and then send a transcript when requested.
This transcript (if ever) could be taken to the citizenship interview
