Deported - What to expect on arrival at Delhi

My cousin has lost his immigration battle and ICE has turned down all appeals and decided to deport him. He has been in the US for 17 years not and came in with his dad when he was 10 years old. His dad is no more and he will be returning to India alone in the next week or two. Since he had no passport, he will travel on a one time travel document. I am just trying to find out what he can expect on arrival at the Delhi airport. I have heard horror stories about people being detained for extensive periods of time on arrival. Can anyone give me an idea on what to expect and prepare for at Delhi?
 
It likely will be influenced by WHY he was deported? If he committed violent crimes in the U.S. he will be treated differently than if he is deported merely for overstaying a tourist visa.
 
If he is traveling on a travel document, chances are they will hold him for a short period of time at the airport, while they attempt to run a records check on him in India. After that they should allow him to leave. If he is traveling on a passport, he shouldn't have any problems, especially if he is traveling unescorted.
