Any body please respond, if the passport stamping can be delayed by 3-4 weeks from the date of approval.

could be possible
it any way takes 1-3 weeks (majority) to recieve approval notice by mail. So, I guess shoudn't be a problem if you go after 3-4 weeks after approval date.

Yes you can
My friend got his approval in the first week of Aug and went for stamping in September.
His passport was expiring and he had to renew from Indian Embassy. He got that and then went for Stamping

Yes, but:
The IBIS check is only valid for 35 days. They do it right before approval, but when you factor in the mailing time you lose 8-9 days. If you do your stamping >25 days after approval, you might need to redo the IBIS check.
Some local offices can do it same day (so you just wait an extra 2-3 hours). Others may tell you to come back in another 2 weeks.
