Could anyone know what's an average time frame for obtaining EAD if someone initiates his GC process thru EB-3 being on TN at this time? Can I-140 & I-485 be applied concurrently on EB-3? Also, if a recognized assessment service in US counts a 3 years foriegn BS equivalent of 101 credits (+ 10 more additional credits from insititutes in Canada) to a US degree along with 10+ years of experience, would that be considered enough for EB-2 qualification?

To your first Q, there is no 'average' time. A person applying today would wait 4 years probably, unless the laws are changed.
You cannot apply for I-485 at this time under Eb3 (thus can't file I-140/I-485 concurrently), unless you submitted LC 6 yrs ago.
2nd Q, BS plus 5-7 years can get EB2, but the job must require the that as well.
