Country of eligibility?

Hello,

I intend to participate in the next Dv-program and have been looking through the forms to fill out and researching about informations to be ready and prepared.

Now I have encountered a little confusing problem.

when filling out the "country of eligibility or chargeability" it says it's normally the country of birth.
In my case, Japan.
Yet I am not a japanese citizen. my passport/nationality/citizenship is german.

My mother is japanese, my father german. I have lived abroad (Hong Kong, Belgium) until I was 15, when I moved to germany. until my 18th birthday I had dual citizenship, but my japanese passport was never renewed.

So now I am really confused about how I would have to fill out this part.
Is Germany or Japan my country of eligibility or chargeability?

I have asked around via e-mail, but normally get the same response: "Read the information on the form" but Either I'm to stupid to figure it out, or my english isn't good enough and I totally missed the answer to my question.
Since I've seen that small mistakes can disqualify me so easily I want to make sure beforehand, that I'm not making a huge mistake...

Please read the DV instructions:
Native of a country whose natives qualify: In most cases this means the country in which you were born. However, there are two other ways you may be able to qualify. First, if you were born in a country whose natives are ineligible but your spouse was born in a country whose natives are eligible, you can claim your spouse’s country of birth provided both you and your spouse are on the selected entry, are issued visas and enter the U.S. simultaneously. Second, if you were born in a country whose natives are ineligible, but neither of your parents was born there or resided there at the time of your birth, you may claim nativity in one of your parents’ country of birth if it is a country whose natives qualify for the DV-2009 program.
For you that means, Japan is a eligible country and you must select Japan in you application.

In theory, if Japan were not a eligible country, you could claim eligibility in your fathers country.
 
You cannot play from Germany anyway. Your mom being born in Japan disqualifies you from that possibility.

It just confused the hell out of me because I do not speak proper japanese and haven't lived there longer than 2 years of my life.
bascily I have no ties to there except for the fact of being born there.

This condition is violated. Mom is born in the same country as the participant. So, you cannot take dad's country of birth anyway.

Remember that you will have to prove you were born in Japan if you are selected. Keep your Japanese birth certificate safe!
