Confused re I-130 and I-485 Sequence

Being married to a USC and already in the States as a "visitor" - I had thought that I was meant to file all of the forms necessary for my Green Card : I-130, I-485, I-864, G-325a, I-693, I-765 and I-131 at the same time.

Now I am not so sure. Does one file the I-130 FIRST - with or without the I-864 Affidavit ?

And if all the forms can be or should be filed at the same time - do they all go to the same Office ?

Except in Baltimore. In Baltimore, you file with VSC and they forward it to Baltimore. I don't get it but that is the way it is done.
